Is It Legal to Rent Out a Room in Your HDB Flat?

Yes — but only if you meet all of HDB's conditions.

Renting out a bedroom (as opposed to the entire flat) is allowed for most HDB flat types, provided:

  1. You (the owner) continue to live in the flat — This is non-negotiable. You cannot rent out all the rooms and live elsewhere. HDB rules require the owner and their authorised occupiers to physically reside in the flat throughout the rental period.
  2. You have HDB's written approval — Just like renting out the whole flat, renting out a bedroom requires HDB's official permission. The application fee is $18 via MyHDB.
  3. Your flat type qualifies — Only 3-room flats and larger can rent out bedrooms. Owners of 1-room and 2-room flats cannot rent out any bedrooms.

Who Can Be a Tenant in Your HDB Room?

How electricity, water, gas, and internet are split. Fixed monthly contribution or actual usage billing. Who pays for repairs to shared appliances.

5. House Rules

Guest policy (overnight visitors, frequency), quiet hours, use of common areas (kitchen, living room, washing machine), smoking policy, air-conditioning usage limits.

6. Term and Notice Period

Start and end date, notice period for termination (typically 1 month for room rentals), diplomatic clause for expat tenants.

7. Termination Conditions

Grounds for early termination, what happens to the deposit if the tenant leaves early, notice period required from either party.

URA Rules for Condo Room Rentals

If you are renting out a room in a condo or private property, the rules are different:

  • Minimum stay: Private residential properties cannot be rented for stays of under 3 consecutive months. Short-term accommodation is illegal.
  • Occupancy cap: Same temporary relaxation — up to 8 unrelated persons for properties at least 90 sqm until 31 December 2028.
  • No HDB approval needed — but the tenancy agreement must still be stamped with IRAS.
